This proposal identifies an emerging best practice that addresses issues of equity. The Offline MultiModal Instruction model (OMMI) works within the constraints of datacasting currently in use in states such as South Carolina to create dynamic offline learner experiences that can reach students who do not have access to broadband. The current COVID-19 pandemic has exacerbated the large disparities in digital access which have the potential to widen the educational gaps in our society. OMMI brings intentionality to the design of interactive learner experiences for students who only have access to one-way transmission of content.
