Abstract

Currently, the problems of developing Web-based learning are similar to those in traditional software engineering thirty years ago where programming and technical performance were the main issues, resulting in bad analysis and design, poor quality, and maintainability. To construct useful and effective Web-based learning, the focus must shift from programming languages and technical issues to the development process and modelling languages.
