Developing instructional multimedia requires the efforts of many individuals. Each individual offers specific talents and varying levels of understanding to the development process. Assembling a group of competent individuals is only the first step toward successful development. To design usable software, one must involve the users in the design process (Grudin, 1990). An appropriate environment for design is also critical. Minimally, this environment must support the needs and interests of individuals while providing structure for participant collaboration.
