The purpose of the present study was to determine the preservice teachers’ ICT use stages and levels in Turkey. For this purpose, the “Scale for Determining ICT Use Stages” and “Scale for ICT Use Levels” were developed. The present study designed in a survey model was carried out in the academic year of 2009-2010. Since the present study was a norm study, the two questionnaires were applied to a total of 3.105 senior preservice teachers attending education faculties of seven different universities from seven geographical regions in Turkey. For the analysis of the data obtained, descriptive statistics was applied. Consequently, low levels of ICT usage stages can be explained that ICT education is given by theoretical rather than practical. Also, high levels of ICT usage levels in terms of data processing and communication technologies and low levels of ICT usage levels in terms of Internet and educational technologies showed that some technologies with regard to ICT education in education faculty are disregarded. In this respect, some suggestions were maded.
