Diffusion barriers to e-learning in corporate Taiwan: A factor analysis of practitioners' perspectives

This dissertation investigated diffusion barriers to e-Learning in corporate Taiwan. The purpose was to explore why e-Learning, a promising educational technology, was not diffused as successfully as expected and to propose suggestions for the National Science and Technology Program for E-Learning (NSPTEL), a large scale e-Learning initiative launched by the Taiwanese government in midyear 2002.
To accomplish the research goals, an online questionnaire containing 30 potential e-Learning barriers synthesized from the literature was constructed. One hundred and thirty-two e-Learning and training practitioners in corporate Taiwan were invited to rate the relative importance of each barrier. The participants, which included CEOs, human resource managers, trainers, and researchers, were systematically selected to represent five categories of business in corporate Taiwan: e-Learning vendors, government agencies, corporate adopters, corporate potential adopters, and corporate non-adopters. The ratings of the 30 barrier items were analyzed using Principle Component Factor Analysis. The results yielded four factors—the “Maturity of e-Learning,” “Corporate Readiness,” the “Cost of Ownership,” and “Government Support.” These four factors served as a foundation of a proposed framework to explain the major themes behind the barriers. Then a series of ANOVA and t-test was used to further analyze whether or not participants' characteristics would influence their judgments on the four factors. It was concluded that characteristics such as “organizational e-Learning adoption status,” “personal e-Learning experience,” and “optimism toward e-Learning” had significant influence over their judgments, whereas “diffusion role” and “employee size” did not. Finally the result of this study provided both theoretical and practical suggestions for e-Learning diffusers in corporate Taiwan.
