There are numerous web-based survey instruments for educators that determine needs related to professional development, student results, and school performance. However, people receiving survey results also need simultaneous access to proven solutions to the concerns identified in such surveys. This paper explains a portal tool application of the Semantic Web which pre-configures channels of digital library content based on survey analyses and user profiles. The National Institute for Community Innovations (NICI) has developed the open-source code “Liber,” that assists in the use of XML/RDF descriptions of digital resources to customize the presentation of digital library content to the needs of individuals and groups involved in K-12 education. The research and development of Liber has been supported with USDOE, and NSF subgrants and contracts from both NICI and the Vermont Institute for Science, Mathematics and Technology.
