With the globalization, the English teaching has been incorporated to the language curriculum of the elementary school and even to the goal of the 1st-9th Grade curriculum; the competency of IT (information technology) ability and English competency have thus become the critical competency of learning for the elementary school students. How to create a good English-learning environment for the Taiwanese students—whose native language is definitely not English—to learn English better has become a significant issue. The learning place will variously change with the curriculum changes if we incorporate the environment and provide a new learning curriculum arrangement. Hence, the m-learning strategy can, through the digital learning design and the mobile device, tremendously improve the elementary school pupils’ English learning effect.
