Abstract

E-learning development can be effectively run by using an organized approach such as the ITIL (Information Technology Infrastructure Library)’s service portfolio. In this study we create a roadmap for Ethiopian higher learning institution e-learning teacher training using the service portfolio approach, in the case of Ethiopian Technical University (ETU) and its 15 satellite campuses.

Information and Communication Technology (ICT) services can be organized in many ways. In our study we approach the evaluation of ICT services operational needs perspective. The ITIL approach starts from business needs and the aim of the ITIL is creating services as good as possible that these enable best support for business strategy and daily operations as well. We organized a workshop to investigate the priorities of these services. The target group was teacher trainers from Ethiopia. In addition, in online survey we collected baseline research data on general pedagogical and ICT competencies and developing needs in these skills. In this paper, we analyze and present results.

The analysis of the results indicated that it is essential to verify basic services for all and after this define additional services to be supported. The basic fundamental services include a learning management system (such as Moodle) and communications tools (such as Teams and Zoom).
