Abstract
Virtual university is rooted in distance education. With development of information communication tools and technology, more and more universities, government and organizations start to set up virtual universities based on Internet. In this article, the author reviews the literature on virtual university in global context to understand cultural differences in the development of virtual university. Six major characteristics of virtual university are identified by the author: purpose, mission, tools, organizational models, financing sources and instructional language. The author then selects and compares six virtual university cases from different countries based on the six characteristics. The author found out that 1) virtual university exhibits national differences in stakeholders and organizational structures; 2) the choices of tool or platform for virtual university vary from developed countries to developing countries.
