Abstract
To create an information and communication technologies (ICT) strategy and a plan for its implementation for teacher education, we created a collaborative process to discuss the values of an information society and their relations to teacher education. The process followed the principles of creative problem solving. Based on an implementation document a new web domain and web sites were developed to improve the capacity for student guidance, and form an easy media for staff members to publish web-based learning materials. Moreover, a large training program for staff ICT skills development was implemented. This paper presents an evaluation of skills at the beginning of the project, and after two years of active training and development work. It also discusses staff willingness to learn new skills, readiness to solve problems connected with the use of ICT, and how staff members participated in ICT courses.
