Abstract
In the past ten years, the idea of educational material, freely and openly accessible on the Web, has attracted growing attention. However, despite the considerable momentum of the OER movement, its impact on everyday teaching and learning practices is still limited. This paper is a report on the findings of an expert survey conducted in December 2011 with a self-selected panel. A total of 19 participants were recruited through the UNESCO OER mailing list and the Educational Technology and Change Journal. The findings depict current issues for debate, potential obstacles and benefits of OER and point towards future policy and research agendas.
