
Developing an E-Learning Strategy in Higher Education

Abstract
Budget cuts, socioeconomic pressures and an increasing demand for flexible market-led curriculum are key challenges facing Higher Education Institutions. Without an e-learning program and strategies for its implementation, these institutions may be faced with decreasing market share as students opt for the flexibility and affordability of anywhere, anytime learning. Developing an effective strategy which incorporates a participatory pedagogy along with cost effective technology can help overcome these challenges. The five main stages of developing an e-learning strategy will be discussed. The planning stage determines the learning management system, the delivery method and the means of instruction. The technology stage focuses on bandwidth, technical support, and media types. Development decisions are determined in the third stage and implementation and roll-out strategies are established in stage four. The final stage sets up control and outcome measurement mechanisms.
