Abstract
This paper investigates the efficiency and effectiveness of using mobile SMS for data collection, information management and decision making purposes. The focus of the paper is to study the importance and needs of an effective information and data collection system for Primary Education Sector in developing countries (Liberia as an example), and investigate existing system when used to identify the gaps and evaluate the efficiency and effectiveness of using RapidSMS technology for data collection and information management purposes in this education sector. The primary focus would remain on the use of RapidSMS technology for data collection purposes, and development of workable and effective system architecture. In addition to that, the paper will also focus in details into the technical and financial requirements of such systems and develop a list of recommendations and best practices to facilitate implementation of such systems in Liberia.
